This article discusses how Lee County, Florida stabilized its financial environment and avoided serious staff morale problems through a seven-month budget development and organizational redesign process. Includes the anatomy of the budget solution, and elaborates on four separate tracks of activities that were simultaneously occurring which lead to the desired outcome.
